Martinsburg, W.V. Blue Ridge Community and Technical College Board of Governors met at the Main Campus with a virtual option via Zoom on Wednesday, December 3, 2025.
The meeting was called to order at 12:05pm by Chair, Ms. Heather McIntyre.
Ms. McIntyre introduced Luke Winter, CLA with CliftonLarsonAllen, LLP. Mr. Winter presented the FY 25 Audit Report, noting a clean report with no findings.
Ms. McIntyre introduced Isaac Wenger, Economical Analyst with Lightcast Professional Services. Mr. Wenger presented the College’s Economic Impact study.
Ms. McIntyre continued with the approval of the November 2025 meeting minutes.
Dr. Checkovich presented the President’s Report, highlighting recent media articles pertaining to the Institution.
Ms. Leslie See, Vice President of Enrollment and Allied Health Sciences reviewed the 30-day comment period for Board Rule 15.1 Discrimination, Harassment, Sexual & Domestic Misconduct, Stalking and Retaliation and 15.2 Reporting Harassment and Violence on Campus. No comments were received. The Board passed a motion to adopt both rules.
Dr. Ann Shipway, introduced Chris Campbell with ZMM Architects Engineers. Mr. Campbell presented the Campus Development Study by ZMM Architects. The Board passed a motion to accept the Campus Development Study recommendations.
Ms. Leslie See, Vice President of Enrollment and Allied Health Sciences presented the enrollment report. Ms. See presented the current Spring enrollment picture, noting we are on track year-to-date enrollment.
Dr. Craig Miller, Chief Financial Officer and Ms. Kristy Scarlata, Comptroller, presented the Finance report.
No executive session was held.
The meeting adjourned at 1:48 p.m.
