You will receive extensive paid training to gain the knowledge, skills and abilities needed for this important role. You will answer 9-1-1 emergency and other calls from the community as well as dispatching Fire/Rescue and Sheriffs’ department resources. This position requires a combination of public service commitment and strong technical skills that can be learned on the job during the training period. Public Safety Communications Officers, under general supervision, operate a complex communication system for the Frederick County Sheriff’s Office and Frederick County Fire & Rescue; responds to emergency and administrative calls and dispatches public safety and public service personnel and equipment. This position works under basic supervision of the Operation Shift Supervisor.

  • Answers emergency and non-emergency calls requests for service for law enforcement, fire, and emergency medical assistance;
  • Prioritizes and dispatches emergency responders and appropriate resources;
  • Relays pertinent information to public safety personnel (law enforcement, fire, medical) via radio in a concise, organized, and understandable manner; monitors radio traffic and provides immediate information and assistance;
  • Utilizes the Computer Aided Dispatch (CAD) system to maintain status and awareness for variety of public safety and personnel (law enforcement, fire, medical), resources and incidents; documents update and changes in the CAD system as required; and notifies key supervisory and management personnel on critical incidents;
  • Coordinates with other agencies, citizens, and businesses to gather information, make referrals, or dispatch assistance;
  • Conducts computer searches through local, state, and national databases for possibly wanted persons or stolen property and interprets and provides information to the requesting field responder; confirms stolen property, wanted persons, and missing persons; enters data into Virginia Criminal Information Network (VCIN) as requested; sends and receives teletypes;
  • Supports the relationship between communications and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, Frederick County staff; maintains confidentiality of work-related issues and Frederick County Communications information;
  • Punctual and regular attendance to work;
  • Must be able to workdays, nights, holidays, and irregular hours on short notice;
  • All applicants will be required to participate in a background investigation to include criminal history check, history of drug use and a polygraph examination; and,
  • Performs other duties as assigned.

Typical Qualifications

Education:
Graduation from high school, or equivalent GED required.

Experience:
One (1) year of related experience in a customer service environment, which may require data entry or word processing.

Knowledge, Skills and Abilities:

Knowledge of the geography within the Frederick County service area including, but not limited to streets, highways, boundaries, thoroughfares, landmarks, businesses, and locations of law enforcement and fire stations and districts. Understands state and federal laws, regulations, and statutes governing dispatch for emergency services. Handles multiple tasks simultaneously, under pressure, and in emergency situations. Closely follows verbal and written instructions and procedures. Operates standard and specialized public safety hardware and software to enter information with speed and accuracy. Deals tactfully and courteously with public, handles stressful situations and angry people, and obtains information from hostile and emotional callers.

Certificates, Licenses and/or Registrations:

Successful completion of all required certifications within two (2) years of employment. Certifications include: (1) Virginia Basic Telecommunicator, (2) VCIN full access, (3) Cardiopulmonary Resuscitation (CPR), and (4) International Academies Emergency Dispatch.

Training Period:
Within six months from the date of hire, a new Communication Officer must complete  a training program to include in-house training, CPR, EMD (Emergency Medical Dispatch), Basic Communications Officer Academy and VCIN/NCIC (VA Criminal Information Network, National Crime Information Center) certification.

Physical Demands and Working Environment:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. Work performed is primarily an office classification in a call center/dispatch environment, although occasional standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, to enter, and to retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and computer screen; hearing and speech to communicate in person and over the telephone and radio. Positions in this classification occasionally (daily, weekly, or monthly) bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees may occasionally be required to lift, carry, push, and pull materials and objects weighing up to 25 pounds. Employee works in an office environment with moderate noise levels, controlled temperature conditions, and minimal direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. Work is performed in a fast paced, call center environment; incumbent must remain alert and responsive while coordinating stressful situations in a fluid and dynamic work environment. Employee may be required to work weekends, nights, or be on-call as a regular part of the job.

Attributes for the position:

  • The incumbent must be capable of communicating verbally and issuing orders in a clear and direct manner;
  • The ability to maintain continuous observation of persons, activities, and surroundings is critical;
  • The incumbent must be capable of recognizing and responding to audio and visual alarms;
  • Correctional Officers must be capable of running 100 yards and immediately engaging in vigorous physical activity;

Candidates must meet the following Minimum Qualifications:

The following are positions within the Sheriff’s Office that deputies may be assigned to:

  • Animal Control Officer-is responsible for the enforcement of local and state laws and ordinances for the keeping, regulation and protection of animals.  Their duties include but are not limited to providing animal control services, investigating animal related complaints, and capturing animals.  They patrol for animals running at large, check for licenses and vaccinations violations, impound abandoned/stray dogs and other animals, and issues the appropriate warning/notice.  They investigate animal bites in conjunction with the Health Department.
  • A.R.E. Officer-is a specialized instructor of Drug Abuse Resistance Education within Frederick County’s elementary schools.  The D.A.R.E. officer utilizes an established lesson plan to provide student instruction on life choices. The D.A.R.E. officer integrates him/herself in school functions and activities in order to foster trust between law enforcement, students, parents, and school staff.  The D.A.R.E. officer’s duties include but are not limited to participation in school activities, field trips and providing informational talks to community civic groups and citizen organizations concerning the D.A.R.E. program.
  • School Resource Officer-is assigned to a middle or high school within Frederick County.  The SRO’s presence provides a safer environment for the staff, students, and administrators of the school.  SRO’s handle all law enforcement duties at their assigned school.  They should develop a rapport with students, parents, and staff and act as a liaison between school, community, and Sheriff’s Office.  They should offer suggestions for providing a safe school environment.  They may provide instruction to students, parents, and staff explaining the role of law enforcement in society.  They should act as a resource to their school with respect to juvenile delinquency prevention.
  • Canine Deputy-is a deputy assigned a Sheriff’s Office canine.  The Canine Deputy will maintain training and certification on their assigned canine.  They are responsible for the care, health, and handling of their assigned canine.
  • Civil Deputy-is a deputy that acts as a bailiff in the courts, transports prisoners inside and outside of Frederick County, processes convicted subjects, and serves civil legal documents.
  • Evidence/Property Officer-is a deputy that maintains the evidence and property room and the impound lot.  The Evidence /Property Officer obtains evidence/property from the lockers and enters the property into the Sheriff’s Office records system (PISTOL).  The Evidence/Property Officer transports evidence to court, and to and from the forensic laboratory.  The Evidence/Property Officer is responsible for the release and disposition of all property in the evidence/property room and the impound lot.

Typical Qualifications

The Deputy should have an average knowledge of the criminal justice field to include modern law enforcement methods and procedures related to patrol, traffic control, accident investigation, criminal investigation, search and seizure, and suspect identification; average knowledge of Federal, State, and local laws; good interpersonal relationship skills; the ability to interact with the public in a fair and consistent manner; average knowledge of written/oral communications; the ability to exercise good judgment in determining reasonable suspicion/probable cause in legal situations; the ability to exercise good judgment in determining when force may be used and to what extent; the ability to endure verbal and mental abuse when confronted with the hostile views and opinions of suspects and other people encountered in an antagonistic environment; the ability to operate Sheriff’s Office equipment skillfully, safely, and in conformance with applicable laws; the physical ability to apprehend a fleeing suspect and physically control a resisting suspect; the ability to work any shift; the ability to work in inclement weather; and the ability to maintain DCJS certification.

LAW ENFORCEMENT DISQUALIFIERS FOR EMPLOYMENT
 
Requirements per Virginia Code § 15.2-1705

  • A person cannot have been convicted of or pled guilty or no contest to a felony or any offense that would be a felony if committed in the Commonwealth.
  • A person cannot have produced a positive result on a pre-employment drug screening, if such screening is required by the hiring law-enforcement agency or jail, where the positive result cannot be explained to the law-enforcement agency or jail administrator’s satisfaction.
  • All sworn officers who enter upon the duties of such office on or after July 1, 2013, shall not have been convicted of or pled guilty or no contest to (a) any misdemeanor involving moral turpitude, including but not limited to petit larceny under § 2-96, or any offense involving moral turpitude that would be a misdemeanor if committed in the Commonwealth; (b) any misdemeanor sex offense in the Commonwealth, another state, or the United States, including but not limited to sexual battery under § 18.2-67.4or consensual sexual intercourse with a minor 15 years of age or older under clause (ii) of § 18.2-371; or (c) domestic assault under § 18.2-57.2 or any offense that would be domestic assault under the laws of another state or the United States.

Drug Usage

  • Any illegal use of any controlled substance listed in Schedule I of Title 54.1 of the Code of Virginia in the past five (5) years, or the illegal use of any controlled substance listed in Schedule I more than twice in the past ten years from date of application submission.
  • Any illegal use of any controlled substance listed in Schedule II of Title 54.1 of the Code of Virginia in the past two (2) years from date of application submission.
  • The use of any hallucinogenic substance, such as LSD, PCP, or Psilocybin at any time in the applicant’s life.
  • Involvement in the distribution of controlled substances. Identified and/or admitted activities related to unlawful distribution, sale and/or manufacturing of illegal drugs and/or controlled substances.
  • The use of marijuana in the previous (1) year from date of application submission.
  • Illegal use or possession of anabolic steroids within the last three (3) years from date of application submission.

An applicants identified and/or admitted activities related to the unlawful use and/or possession of illegal drugs and/or controlled substances will be evaluated with respect to date of occurrence, substance type, frequency and duration of use, dependability potential, harm to public trust, and any/all other factors which may affect suitability for employment. Use of any/all substances for the specific intent of gaining euphoric satisfaction will be evaluated in the same manner.
Criminal

  • Adult commission of undetected crimes of a serious or repetitive nature.
  • Reduction of charges as a result of a plea agreement or other form of sentencing disposition prior to conviction for any felony charge.

Each case will be evaluated with respect to date of occurrence, age of applicant at time of occurrence, type of offense, repetition, and any/all other factors which may affect suitability for employment.

Driving Behavior

  • The applicant’s driver’s license cannot have been suspended or revoked within three (3) years of hire date.
  • The applicant cannot have been convicted within the past five (5) years of operating a motor vehicle under the influence of drugs or alcohol from date of application submission.
  • The applicant cannot have more than two convictions for motor vehicle moving violations during the past three (3) years from the date of the application submission.
  • The applicant cannot have been involved in more than two (2) avoidable (at fault) crashes during the previous three (3) years from the date of the application submission.

Each case will be evaluated with respect to date of occurrence, age of applicant at time of occurrence, type of offense, repetition, and any/all other factors which may affect suitability for employment.

General Suitability/Applicant Processing

  • Continued or multiple failures to comply with Frederick County Sheriff’s Office request(s).
  • Concealing, omitting or providing false or misleading information sought during any phase of the application, background or selection process. Each case will be evaluated with respect to any/all factors which may affect suitability for employment.

Prejudices

  • Conviction of “hate crimes” or related crimes against any class or group. Commission of or admission to prejudicial or aggressive actions toward any class, group, or government entity.

  • Affiliation or membership with any organization (e.g., gang, political organization etc.) involved in criminal activity or violence.

Alcohol Abuse

  • A pattern of alcohol abuse demonstrated by previous alcohol-related convictions, employment issues, admissions by the applicant, or from other reliable sources indicating that the applicant would present a risk as a law enforcement employee.
