How do I start the financial aid process?

The first step is filling a FAFSA (Free Application for Federal Student Aid). You will need last year’s taxes and thepriority deadline for WV is March 1. This does not mean that you are not eligible for aid if you complete the FAFSA after March 1; it is the priority deadline for some grants and scholarships. When in doubt fill the FAFSA out, you can be amazed at what you may be eligible for.
You can fill out a paper version of the FAFSA, or a quicker way is to go to www.fafsa.ed.gov and fill it out online. If you have never requested a Pin Number from FAFSA, you will want to sign a signature page, not sign with the electronic pin.

After filling your FAFSA and mailing your signature page, you will receive some paperwork back from FAFSA for your verification. Simply check to make sure all information is correct. As long as all information is correct, you do not need to return anything to FAFSA. If information needs to be changed, make the correction and then resubmit to FAFSA.

Once FAFSA has processed your information, it will be sent electronically to the Office of Financial Aid. The Office of Financial Aid will then send you the student a letter of what you are eligible to receive from the institution. You can accept or decline any financial aid. You can accept all, part, or none of the aid package. Fill out the form completely and return to the Office of Financial Aid, Blue Ridge CTC, 400 West Stephen St, Martinsburg, WV 25401. You can also use BRIDGE to check, accept, or decline aid packages.

If you are accepting loans, you will need to complete Entrance and then Exit counseling. These can both be completed on the internet at www.dlssonline.com. The Entrance Exam must be completed before your aid will be dispersed to the Cashiers Office.

After completing your Entrance Interview, 24 to 48 hours later you will need to complete your Master Promissory Note (MPN).  This can be done online at www.dlenote.ed.gov.  Be sure to have your FAFSA pin number for the signature and the names, addresses and phone numbers of two references.

Summer School Aid

Summer School Aid requires a separate CTC application in addition to the FAFSA. Since all students do not attend summer school, the application is so that the Office of Financial Aid knows that you want financial aid for the summer term.

Financial Aid Book Purchases

Specialty Books, our online bookstore, will have financial aid information in their system.  If you order online or by phone, you’ll select Financial Aid as your payment option.  If you purchase your books at the mini-store, simply tell the Specialty Books’ staff person who is helping you and the transaction will be taken care of at check-out.

The CTC does not disperse any of these scholarships. Refer to the directions below the criteria on how to apply for the scholarship or contact the Financial Aid Office.

Check with your division or your advisor to see of they are aware of additional scholarships for specific majors that are not listed here.

Charles Town Lions Club Nursing Scholarship (Nursing)
This scholarship was established in 1999 to provide awards to nursing students.
Nursing students chosen by the Nursing Department faculty.

C. Vincent Townsend EMS Scholarship (Safety Technology)
Dr. Townsend was the regional Medical Director of North Eastern Regional Emergency Medical Services for more than 20 years. Upon his retirement, members of the EMS community established this scholarship in his honor.

District VI Nurses Scholarship (Nursing)
This scholarship was established to provide support for Nursing students.
Designated for high school graduates of District VI of the West Virginia Nurses Association, 3.0 GPA displaying financial need

D. Lee Morgan Scholarship (Fire Science)
Established in 2002 to honor D. Lee Morgan, a long-time community leader and supporter of Shepherd College. He was a career firefighter in Shepherdstown and helped develop the Fire Science Program. He served on the college’s board of advisors and received the college’s President’s Medal Award in 1991.
Awarded annually to students majoring in fire science, with a minimum GPA of 2.5, by the College Fire Science faculty and approved by the College Financial Aid and Scholarship Committee.

Ernest Houser, Jr. and Gladys V. Houser, RN Scholarship (Nursing)
Gladys Houser was a 1945 graduate of Martinsburg High School. She went on to become a registered nurse, under the employ of Charles Town General Hospital for 45 years. Gladys helped establish the first intensive care unit at Jefferson Memorial Hospital.
Designated for Nursing majors, preference to West Virginia residents

Ida Elizabeth Hendricks Scholarship (Developmental Mathematics Student)
For nearly twenty years, Mrs. Ida Elizabeth Hendricks served her students and the community as the Coordinator of Developmental Mathematics Education. Mrs. Hendricks served in this capacity for both Shepherd College and CTC Shepherd. Upon the occasion ofMrs. Hendricks premature passing, and in honor of her long service and commitment, Mr. William Hendricks placed financial resources in an interest bearing account to serve as a perpetual gift to developmental mathematics students. As was intended, this account still exists and generates an annual scholarship. Each spring eligible students submit applications to a reviewing committee, which awards the scholarship. The recipient receives two (fall and spring) dispersments from the scholarship fund into his/her student financial aid account.
Eligibility is restricted to students actively engaged in developmental mathematics education during the spring semester of their application. Application requirements include grade selectivity, a letter of recommendation, and a personal essay.

La Societe Des 40 Hommes et 8 Chevaux Scholarship (Nursing)
Translated as the Society of 40 Men and 8 Horses, the name refers to the World War I French boxcars, which could transport either 40 men or 8 horses. In 1946, the acute shortage of nurses came to the attention of the Voyageurs and a Nurses’ training program was initiated. In 1955, it became a national program. An average of over 500 Registered Nurses graduate each year because of this program. The Jefferson County Voiture of 40 & 8 has pledged an annual gift in support of financially needy nursing students.
Designated for nursing students displaying financial need, resident of Jefferson or Berkeley Counties, West Virginia, recipient selected by Shepherd College Nursing faculty. Preference given to veterans or families of veterans

Leonard J. McCormack Endowment for Nursing (Nursing)
Established in 1999 with the largest outright gift in the history of the foundation by L.J. McCormack of Clearbrook, VA, this scholarship is for the support of nursing awards and programming. Mr. McCormack and his wife began supporting nursing education through their association with Anna Clay of Charles Town. Anna was working in a local restaurant saving to attend Shepherd College. The McCormacks were so impressed with her work ethic and manner that they decided to pay her tuition and book fees as long as she maintained good grades. Before Anna graduated, Mrs. McCormack succumbed to cancer, but Mr. McCormack attended her pinning ceremony on the Shepherd campus. He realized at that time that other nursing students could use his support and decided to contribute for the benefit of Shepherd nursing students. The McCormack endowment will fund the equivalent of full tuition and fees for eight in-state, full-time students each year into perpetuity.

M. Douglass Harlan Memorial Scholarship (Female, Head of Household)
This scholarship is awarded by the Community College and is open to 2-year occupational degree students who have at least a 2.0 GPA and is enrolled FT at the CTC. This scholarship is based on financial need and is renewable up to 1 year. There is not a scholarship awarded in the summer sessions.
Head of Household Female, gets up to $1000 per year
FT Employee, gets up to 1/2 the cost of books, up to $100 per year

Mary Livers Thorn Memorial Scholarship (Nursing)
Mary Thorn established a trust in Old National Bank to provide support for student nurses training in Kings Daughters Hospital. Upon the merging of Kings Daughters Hospital with City Hospital the trust committee designated Shepherd College as a worthy recipient of the funds based on the nursing program.

Ruth Brant Memorial Scholarship (Nursing)
Mr. Terry Brant established this scholarship in memory of his wife, Ruth Brant.
Designated for General Academic, preference given to Nursing students, West Virginia residents.

S. Dallas Cooley Scholarship (Nursing)
S. Dallas Cooley established this scholarship to fund awards for nursing students from the South Branch area.
South Branch nursing students in second year of studies, having completed their first year with above average grades

Virginia Lowe Ramsburg Memorial Scholarship (Nursing)
In honor of her sister, Betty Lowe endowed the scholarship. Virginia was a nurse and long-time Shepherdstown resident.
Available to residents of West Virginia admitted into the nursing program, chosen by the Nursing Dept. Scholarship Committee.

West Virginia Sheriffs' Association (Criminal Justice)
Scholarships in the amount of $1000 each will be awarded to applicants pursuing degrees in Criminal Justice at West Virginia Colleges and Universities.
Applicants must meet the following criteria:

  • be a high school graduate or received GED
  • be a resident of the state of WV for at least one year
  • have at least one semester of college credit
  • be currently enrolled as a full-time student at a WV college or university
  • be pursuing a degree in criminal justice at that college or university

Valley Regional Enterprises (Emergency Medical Services)
Valley Regional Enterprises offers full scholarships to EMT-Paramedic or EMT-Intermediate students.

West Virginia Veterans Re-Education Scholarships (Veteran)
Last year the West Virginia Legislature renewed their allocation of $270,000.00 in grant monies for veterans' pursuit of postsecondary educational careers.
The candidate:

  • Must be a West Virginia resident.
  • Must be an honorably discharged veteran.
  • Must have served 181 consecutive days of military service. (Reservists with active duty for training only are not eligible.)
  • Must be Pell eligible, a federally displaced worker, or unemployed.
  • Must have exhausted Federal VA Education Benefits, including VA Vocational Rehabilitation Training Money.
